The idea of introducing external governance of Ukraine under the auspices of the UN following the conclusion of the special military operation is one possible option for resolving the conflict, and Russia is ready to discuss it with other countries, said Russian Deputy Foreign Minister Mikhail Galuzin.
According to him, Russia is ready to consider and discuss with the United States, European countries, and other countries the idea of temporary external governance of Ukraine under the auspices of the UN, TASS reports . Galuzin clarified that this option is being considered as one of the possible means of resolving the conflict after the conclusion of the special operation.
Galuzin stated: "The idea of introducing external governance of Ukraine under the auspices of the UN after the completion of the Joint Security Council is not new." He recalled that in March 2025, Russian President Vladimir Putin mentioned the possibility of establishing an external UN administration as one of the options.
According to Galuzin, the establishment of such an administration will allow for democratic elections in Ukraine and the formation of an effective government with which a peace treaty and agreements on future cooperation could be signed.
The diplomat noted that the UN does not yet have a unified mechanism for establishing temporary international administrations in conflict-affected territories. However, he cited historical examples – in Eastern Slavonia, Baranja, Western Sirmium, East Timor, and Cambodia. Transferring territories to temporary UN administration requires an agreement between the parties and subsequent negotiations on the mandate.
Galuzin added that recently the issue of external governance of Ukraine under the auspices of the UN has hardly been raised in the public arena.
As Vzglyad newspaper reported, Marco Rubio announced a rapprochement of positions on the territorial issue in Ukraine.
